The Department of Homeland Security Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance Program is designed to reduce the risk to individuals and property from natural hazards while simultaneously reducing the reliance on Federal disaster funds. St. Tammany Parish Hazard Mitigation Assistance (STPHMA) Office administers the funds from the state and federal agencies to mitigate residential properties within St. Tammany Parish. The programs administered by STPHMA are as follows:
PDM (Pre-Disaster Mitigation): This program is funded by federal congressional appropriation and is utilized for minor localized flood reduction projects.
FMA (Flood Mitigation Assistance): This program is a pre-disaster program utilized for Community projects for both the eligible planning and project costs. FMA requires the recipient to have Flood Insurance.
HMGP (Hazard Mitigation Grant Program): HMGP funds are disaster based. Funds are only available as designated by a presidential declared disaster. HMGP funds can be utilized for acquisition, elevation, and local drainage projects.
SRL (Severe Repetitive Loss): This program is funded by NFIP (National Flood Insurance Program) and requires recipients to have flood insurance. Additionally to qualify, the property must have had four or more claims (excluding contents) over $5,000 or two claims (excluding contents) that cumulatively exceed the total value of the property. Eligible activities that can be funded include acquisition, elevation, and minor localized flood reduction projects.
