District 14 Community Meeting
Parish Councilman Kenneth Burkhalter has relocated his May 6, 2008 District 14 Community Meeting from St. Tammany Junior High to Alton Elementary. The meeting will begin at 7:00 pm in the Alton School Cafeteria, located at 38276 North Fifth Avenue, Slidell, LA. 70459. Continued discussion relevant to his entire district will be addressed, however, he would like to focus primarily on the concerns within the Alton area for this meeting. Notice of Public Hearing:
Notice is hereby given that St. Tammany Parish Government intends to begin transportation services on a demand-response basis within St. Tammany Parish. The program will consist of providing 1-2 small-scale vehicles for municipal circulators within each of the cities of Mandeville, Covington and Slidell. The program will also provide 4 small-scale vehicles for intra-parish commuter services to assist St. Tammany Parish’s workforce in accessing employment. Additional commuter service out of St. Tammany is proposed. A fare will be charged for each one-way trip for both types of service and the opportunity for employers to provide assistance will be available.
This transportation program will be funded through the Federal Transit Administration’s Urbanized Area Formula Program of 49 CFR 5307. St. Tammany Parish has budgeted funds to operate the service at least two years and will extend the service based on available grant funds and proven demand. The service will be contracted out to a single contractor and is expected to begin Fall 2008.

Arts Grants Available to Artists and Organizations in St. Tammany and St. Bernard Parishes; New Grant Programs and Assistance to Applicants Offered
The new round of Decentralized Arts Fund (DAF) Grants will soon be available to Louisiana's arts community. Workshops to assist grant seekers in the application process will be led by the St. Tammany Commission on Cultural Affairs, which oversees and redistributes state grant funds through the DAF grant program for St. Tammany and St. Bernard Parishes.
Grants are open to arts organizations, visual artists, craftsmen, musicians, creative writers, designers, theater and dance professionals, and nonprofit/governmental entities whose mission is to provide arts programming to the public. Grants available include Project Assistance, Organizational Support, and new this year, grants for innovative art programs within K-12 schools and for individual artists with an innovative project for bringing the arts to his or her community.
Application forms and guidelines will be distributed at the workshops, and are now available to download from the St. Tammany Parish Government website at
www.stpgov.org/arts. Applications will be due by 4:00 p.m. Monday, June 23, 2008.

New Angles Proposed for Recreational Fishing
St. Tammany Parish Government is supporting two proposals, submitted to the Louisiana Department of Transportation and Development for a deadline today, to improve fishing in St. Tammany Parish. If either or both proposals are approved, fish could be reeling in within two years.
The first proposal, submitted by St. Tammany Parish Government, will transform the west Twin Span into a 2000’ fishing pier. “This is a great re-use of infrastructure,” said Parish President Kevin Davis. “Why tear down this sound structure and create more debris? We can transform this small section of the remaining bridge into a fishing haven for citizens who want to spend a leisurely morning fishing for speckled trout or flounder, or just visiting with friends.”

An Artist Entrepreneur Workshop
“Copyrighting and Legal Issues”
Are you an artist with questions regarding copyrighting, filing for 501c3 status, contracts, and legal business questions? Then this workshop is for you! Tuesday, April 8, at 6pm representatives from the ELLA Project will be on hand to answer these questions and many others. “Copyrighting and Legal Issues,” a part of the Artist Entrepreneur Workshop series, is presented by the St. Tammany Commission on Cultural Affairs and Southeastern Louisiana University Small Business Development Center. The workshop will be held in room 326 of the Southeastern St. Tammany Center, 21454 Koop Drive, Mandeville.
The workshop will be conducted by Gene Meneray and attorney Ashlye M. Keaton of the ELLA Project, Entertainment Law Legal Assistance. The ELLA Project delivers pro-bono legal assistance to low-income artists, musicians, and grass-roots non-profits in Louisiana. St. Tammany Parish Government and the St. Tammany Commission on Cultural Affairs, in cooperation with the Tammany Trace Foundation are pleased to announce the return of the spring TGIF Concert series. Our first concert will feature the Creole Jazz Serenaders with Don Vappie on the Tammany Trace.
The concert is scheduled for Friday, April 4th, from 6-8pm. The Creole Jazz Serenaders with Don Vappie will perform a free concert at the Tammany Trace Trailhead, on Koop Drive, I-12 and Hwy 59, behind the new Kids Konnection Playground. This event, originally scheduled for 3/7/08, was cancelled due to bad weather.
Bring your friends and family to the Tammany Trace for an evening of classic jazz and creole music under the pines. The concert is free and open to the public. Bring your chairs, blankets, picnics and ice chests. There is plenty of parking available.
Don Vappie, known for his original banjo style, descends from a long line of New Orleans musicians that goes back to the nineteenth century. Once a featured performer in the Preservation Hall Band, Vappie now leads and tours with the Creole Jazz Serenaders....
