District 9 Community Meeting
St. Tammany Parish District 9 Councilman Gene Bellisario has set Tuesday, January 4th, for his next Community Meeting. The meeting will start at 7:00 p.m. in the cafeteria of Boyet Jr. High School, 59295 Rebel Drive (off Pearl St., off E. Gause Blvd.) .

The primary discussion topics for the meeting will be possible expansion of the boundaries of Garbage District #1, the final ordinance for regulating commercial excavation of sand and gravel business in St. Tammany Parish, proposed ordinances to regulate Waste Transfer Stations, the ordinance to raise Parish Council salaries in 2012, and the procedure to report coyote sightings. Also reviewed will be the start-up of various Capital Projects that are impacting District 9, code enforcement issue regarding homes without fences that have a backyard swimming pool, drainage issues in the District 9 area and other local and parishwide projects.

St. Tammany Parish Receives DOTD Transit Award
The St. Tammany Parish LACT/goSTAT Transportation Program has received an award for growth in Louisiana for the fiscal year 2010. The Award of Achievement was given by the Federal Transit Administration Region 6 Regional Administrator, Robert Patrick, to St. Tammany Parish LACT/goSTAT for having the Highest Percentage of Growth in Transit Passenger Ridership in Louisiana, Section 5311 Non-Urbanized Transit Program FY 2010.
The award was presented at the Louisiana Department of Transportation and Development’s Annual Public Transportation Conference in New Orleans.
St. Tammany saw a 23% increase in ridership between the State Fiscal Year 2009 to 2010 (State Fiscal Year runs from July 1 – June 30). The number of actual riders was 7,669 in FY 2009 and 12,338 in FY 2010. This is an increase of 4,669 riders.
“I am extremely pleased our program was recognized, not only for the increase in ridership, but for the help we are providing to our citizens,” said Parish President Kevin Davis. “Our LACT/goSTAT programs were created to meet the growing needs of citizens both in rural and in urban areas of St. Tammany. We are continuing to do this as we expand to meet the needs of our growing parish.”

The following road construction update has been posted by the Louisiana Department of Transportation and Development:
I-12 Widening in St. Tammany Parish

Contractor: James Construction LLC
Work on the project will involve widening a section of I-12 from four to six lanes from the I-10/I-12/I-59 interchange to just west of the Vincent’s Bayou Bridge. This section of I-12 will have three lanes in each direction when the project is complete. In addition, the I-12 eastbound off-ramp to Northshore Boulevard will be widened from one to two lanes, and a deceleration lane will be added at the I-12 westbound off-ramp to Airport Road.
Four lanes of traffic – two lanes eastbound and two lanes westbound – will remain open during peak travel times. Lane closures will only occur at night or on weekends during off-peak travel times and with DOTD approval.
The new lanes and widened off-ramps will provide much-needed relief from congestion and improve safety for the more than 70,000 drivers using this section of I-12 each day.
The contractor will begin pre-construction activities, including working on the construction layout, driving test piles, etc., in January. Work to construct the new lanes will begin in March to avoid any inclement...

Mobile Website Now Available
The St. Tammany Parish website now has a mobile version available for use with all phones with internet capability. To access the mobile version of the parish website, simply go to www.stpgov.org and your phone will display the mobile version.
The mobile version of the website has been streamlined for optimum use on a phone. Nine navigation icons appear, including one to access the full website. Viewable information includes the President’s Message, News, Calendar, Construction Updates, Traffic Cameras, Channel 10, and Contacts. Note: IPhones are not yet able to stream Channel 10.
“We are very pleased to offer this mobile version of our website to citizens,” said Parish President Kevin Davis. “Much of our business today is conducted on our phones, and this is just another tool we can provide to the public.”
Parish government encourages citizens to add this site to their smart phone home screens so they are able to access emergency information. “In the event of an evacuation, this mobile site will keep citizens updated anywhere the internet is available,” said Davis....

St. Tammany Parish Has Received the Following Update From LA DOTD:
LA 21 @ I-12, St. Tammany Parish, Lane Closure, S.P. No. 059-01-0027
The outside, right lane of Northbound and Southbound LA 21, between Ochsner Blvd. and Brewster Road, in St. Tammany Parish will be experiencing night time lane closures beginning Sunday night, December 19, 2010, through Friday morning, December 24, 2010, between the hours of 7:00 PM through 5:00 AM., while crews place asphalt on the roadway (weather permitting). In addition there will be intermittent I-12 Eastbound on and off ramp closures and Westbound on and off ramp closures.
Permit/Detour Section
During the nightly construction, one lane will be open to traffic on LA 21 Northbound and Southbound at all times. In order to avoid any possible delays, motorists may wish to utilize US 190 or LA 1077 as alternate routes.
In addition, both Eastbound and Westbound motorists on I-12 may exit the Interstate at Exit 60, Pinnacle Parkway/Brewster Road, to access LA 21.

Holly Lane and Mulberry Lane Street Closures
Holly Lane and Mulberry Lane (between Loretta Drive and Lenny Lane) in St. Tammany Parish near milepost 3.2, will close at 6:00 a.m. Monday, December 20, 2010 to 6:00 a.m. Monday, January 25, 2010 so that the contractor can continue to reconstruct the entrance to Holly Lane and reconstruct the entrance to Mulberry Lane at LA 1088 (weather permitting).
The contractor plans to open Maple Lane to traffic on December 20, 2010.
Permit/Detour Section
This closure has restrictions for over-sized vehicles.
Local residents can access Holly Lane and Maple Lane via Mulberry Lane.

Road Construction Update
What to expect during the holiday season…
St. Tammany Parish government and LaDOTD are giving drivers good news just in time for holiday traffic. The new US Hwy 11 at I-12 interchange is ready for permanent striping, which should begin before the end of this week. Military Rd. (La Hwy 1090) is also complete except for permanent striping.
Completing these projects before construction begins on the Military Rd. at Brownswitch Rd. turn lanes and the Robert Rd. (Hwy 1091) roundabout will ease traffic flow in this area. The Military Rd. turn lanes will begin clearing shortly and construction will follow after the first of the year. The Robert Rd. roundabout will begin construction as soon as the utility companies move their infrastructure to accommodate the new traffic design.
In the same area, the parish is currently working on subsurface drainage and ditching on Haas Road in preparation for road widening. The road will not be milled until after the holidays but there may be intermittent delays related to the drainage work.
Pearl Acres Rd. was milled this week and paving should be substantially complete by December 21, weather permitting.
In the Hwy 21 at I-12 area, lanes will be kept open during daylight in the holiday season. Work that may impede traffic will be done at night or held until the holidays are complete.

The 11th annual Holiday of Lights celebration will take place at the Tammany Trace Trailhead on Koop Drive off Hwy 59 in Mandeville. This event is free and open to the public. This year, the celebration will be held on Friday and Saturday, December 3rd, 4th, 10th and 11th from 6:00 to 9:00 PM.
The official lighting of the Holiday of Lights display will take place on Friday, December 3rd at 6:00 PM. The music and entertainment lineup for this year’s two weekends of entertainment includes: Papillion, Ozone Squares, Sharon Schech, and Mary Dees Dance Studio. Also performing will be music and dance groups from Kehoe France Northshore, Mandeville High, Mandeville Middle, Our Lady of the Lake, Abita Springs Elementary, Fontainbleau High, Marigny Elementary, Abita Springs Children’s Academy, and Northlake Academy of Music.
The event includes Christmas trees, various displays, Christmas carolers, music groups, and a lighted 160 foot water tower. This year the celebration will also present the grand opening of the Kids Town Pavilion. The Holiday of Lights is sponsored by the Tammany Trace Foundation and St. Tammany Parish Government. 2010 Holiday of Lights

The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the S433 bridge over Bayou Liberty, mile 2.0, St. Tammany Parish, Slidell, LA. This deviation will test a change to the drawbridge operation schedule to determine whether a permanent change to the schedule is needed. It will allow the bridge to remain unmanned during most of the day by requiring a two-hour notice for an opening of the draw. This deviation will be in conjunction with a Notice of Proposed Rulemaking to make this deviation permanent.
Public comments are requested. Comments and related material must be received by the Coast Guard on or before January 21, 2011.

Animal Services Closed for Holidays
The St. Tammany Parish Department of Animal Services will be closed the Saturday after Thanksgiving, on November 27, 2010. In addition, the shelter will be closed on Christmas Day, Saturday December 25th, and New Year’s Day, Saturday January 1, 2011.

St. Tammany Parish received the following notice from LaDOTD:
US 190 Eastbound left turn lane and outside (right) lane, Westbound left turn lane and outside (right) lane at the I-10 overpass in Slidell, will be closed beginning Thursday, November 18 through Tuesday, November 23, from 8:30 a.m. – 4:00 p.m. daily.
These lanes will be closed periodically during these times to allow crews to perform preventive maintenance on the overpass bridges. The outside (right) lanes and the left turn lanes will be closed separately and individually for a few hours at a time to perform this work.
There are no permit restrictions and no detour is necessary as lanes in both directions will remain open at all times.

Fairhaven Road Construction
Fairhaven Road in Covington will be closed to traffic from 7:00 AM on November 22nd to 6:00 PM on November 24th , weather permitting. A portion of the road, which runs between Lee Road and Hwy 40, is being repaired and rebuilt to make it safer for traffic.
Traffic needing to enter Simalusa Estates can do so from Lee Road. Traffic needing to travel from Lee Road to Hwy 40 can travel north to Short Cut Road. Weather permitting, the road will be reopened to traffic on November 24th.
